Library Rules

The rules regarding the use of library areas, services, and resources can be accessed below.

Entrance and Exit Rules

  1. Users must comply with the library entrance and exit rules. They should not disrupt the existing entrance-exit queue or force security turnstiles and similar systems. Each user must enter and exit individually using their own Turkish ID card (chip ID card).

Behavior Rules

  1. The library aims to provide a calm and respectful working environment for all users. Therefore, inappropriate or distracting behaviors should be avoided in the library. Personal and private behaviors should not be carried out in the library so that everyone can work without disturbance. Users should respect library rules by taking into account warnings about such behaviors. Users who persist in inappropriate behavior may temporarily or permanently lose their right to use library services.
  2. Users should continue their work quietly in all sections of the library, not disturb other users, and comply with library usage rules.
  3. Users must respect and consider the rights of the staff providing information services and other users. When using library services, users should take staff warnings into account and not hinder their duties.
  4. Users must comply with the general rules of the library and the special rules of the department where they request service.
  5. The library reserves the right to make changes when necessary (maintenance work, technical improvements, etc.) to provide uninterrupted and highest quality services. Users must adapt to these changes.
  6. Users should not leave trash on tables when leaving the halls and should keep library usage areas clean.
  7. Please put your phone on silent mode when entering specialized and research halls and do not make phone calls inside the hall.
  8. Consumption of food and beverages other than water is prohibited inside the library.
  9. It is forbidden to write on, mark, or damage books, magazines, and library equipment.
  10. Parents should wait outside the hall so that more children can benefit from the primary school study halls.
  11. The internet access and content of books read by child-aged readers are the responsibility of their parents.
  12. Rami Library does not accept responsibility for the loss or theft of users' personal belongings in the library.
  13. It is prohibited for users to use staff desks, belongings, air conditioning, lighting, and all other equipment.
  14. Library users should not make requests that do not comply with the institution's rules.
  15. Library users are obliged to compensate for damages in case of misuse or intentional damage to the center's information resources and equipment such as computers, tables, chairs, etc.
  16. Halls are evacuated 15 minutes before the library closing time.
  17. When a user becomes a member of the library, they are deemed to have accepted all these rules.

Borrowing Rules

  1. Books and other materials that can be borrowed cannot be taken outside the building without being borrowed by the user. You can get support from the staff at the hall and counters for book borrowing-return transactions or use the self-check (borrowing-return) devices located in the corridors.
  2. In case of unauthorized removal or attempted removal of books and other borrowable materials from the library, necessary legal actions will be taken.
  3. Unauthorized copying or distribution of borrowed materials is prohibited and such activities may result in legal liability under Law No. 5846 on Intellectual and Artistic Works.
  4. Please have your Turkish ID card ready for quick borrowing-return transactions.
  5. State copies collected under the Press and Publication Collection Law (Beyazıt State Library Rami Campus collection), reference sources, manuscripts, and rare printed works are not lent.
  6. In specialized libraries, an open shelf system is used where you can take books and materials you want to read or borrow from their places on the shelves. Please contact the staff for books and materials you cannot find in place.
  7. Place the books you have examined on the staff desk, not on the shelf.
  8. Children's books are only lent in the name of children.

Personal Information and Security Rules

  1. Library users must provide their personal information such as name, surname, contact information, institution they work for, school they attend, completely and accurately to the library when requested for the execution of services. The information provided during membership must be accurate and up-to-date.
  2. Users should not duplicate the entire material by photocopy or similar methods. Such behaviors may be subject to legal and criminal sanctions under Law No. 5846 on Intellectual and Artistic Works.
  3. All areas of our library are monitored by a 24/7 CCTV camera system. Users should take this into account during their time in the library.

Copyright Rules for the Use of Printed Resources

  1. Rami Library provides access to resources in accordance with the copyright declaration regulated under Law No. 5846 on Intellectual and Artistic Works.
  2. No electronic or printed resource or work provided by the library to readers may be used by the borrowing reader for commercial purposes with third parties without the permission of the rights holder.
  3. Resources cannot be copied or reproduced in the same format or in another format.
  4. In line with fair and honest use for educational purposes (using the work without harming the interests of the copyright holder); photocopying a maximum of 10% of a book, and only one article from the same issue of a journal is considered appropriate within the framework of institutional policy.
  5. The reader is personally responsible for possible violations and illegal reproduction processes.

Copyright Rules for the Use of Electronic Resources

  1. Rami Library provides access to resources in accordance with the copyright declaration regulated under Law No. 5846 on Intellectual and Artistic Works.
  2. Electronic journals, books, databases, other digital products, and unique resources of public and legal organizations that our library subscribes to or opens for trial access are protected by national and international license agreements.
  3. Usage rights for electronic resources vary according to the publisher and electronic product. Sharing electronic resources, data, electronic mail, or printed copies provided by the library with third parties is prohibited.
  4. According to copyright laws, the entire article from one issue of a journal can be taken.
  5. Materials obtained from electronic resources should not be sent to web pages or other online environments accessible to everyone.
  6. All property rights of publications belong to the seller or producer company. Systematic downloading should not be done using third-party software (Getright, Flashget, Internet Download Manager, etc.).
  7. "Reader name and password" information related to remote access should not be uploaded to an electronic network, distributed, or shared with others.
  8. Our library has the right to intervene in situations that restrict copyright for access to electronic resources and lead to violations, and to benefit from all legal opportunities provided to the library by laws.
  9. It is forbidden to copy from audio and video sources such as DVD, VCD, CD, etc.

Beyazıt Research Hall (Beyazıt State Library Rami Campus Collection) Rules

  1. This hall is reserved only for graduate students and researchers.
  2. Beyazıt Research Hall operates with a closed shelf system. Books and other materials cannot be taken directly by users. Each user can request a maximum of 5 books at the same time. Book requests can be made between 10.00 and 16.00. Requested books are delivered to the user within 1 hour at the latest. Books must be returned by 18.00 at the latest. You can request the materials you need by consulting the hall staff.
  3. There is no book usage service on weekends. However, users who want to use the book they used during the week on the weekend or users whose books have been reserved by the staff upon their request during the week can use their books on the weekend.
  4. Books are only given as internal loans and cannot be taken outside the research hall. The user must submit their official and valid ID card to the staff along with book request slips to use the books.
  5. Readers should access the resources they want from the catalog search screens in the Beyazıt Research Hall, print the book slip, and then give the book request slip to the librarian at the information desk and wait for the book to be delivered to them.
  6. Photocopying of a certain part of the book is only available to hall users. Photocopy service should not be used for purposes such as notes, printouts, etc. The entire book whose copyright has expired, or a maximum of 20% of a book whose copyright continues, can be photocopied.
  7. Users should not consume beverages while using books. Consumption of food and beverages other than water is prohibited inside the hall.

Atatürk Specialized Library (114, 115) Rules

  1. Atatürk Specialized Library is only open to graduate and higher-level researchers.
  2. Materials other than compilation works, reference and consultation sources can be borrowed.

Individual Study Hall 117 Rules

  1. The individual study hall is only open to doctoral students and academics.
  2. The individual study hall is designed to provide a quiet study environment. Therefore, it is forbidden to talk loudly, make phone calls, or engage in any activity that would cause noise in the hall.

Biography Library Rules

  1. The Biography Library is only open to undergraduate and higher-level researchers.

Specialized Libraries Rules

  1. In specialized libraries, an open shelf system is used where you can take books and materials you want to read or borrow from their places on the shelves. Please contact the staff for books and materials you cannot find in place.
  2. Materials other than reference and consultation sources can be borrowed.
  3. Place the books you have examined on the staff desk, not on the shelf.

Primary School Study Hall (6-9 Years) Rules

  1. Books in the children's hall are arranged according to the colors of their subjects, not according to a specific classification system.
  2. Children's books are only lent in the name of children.

Primary School Study Hall (10-14 Years) Rules

  1. Children's books are only lent in the name of children.
  2. Only children between the ages of 10-14 are admitted to this hall. Parents are not allowed in the hall so that children can participate in activities more efficiently.

Baby and Children's Library (0-6 Years) Rules

  1. Only one parent is allowed in the hall for each child.

Borrowing Procedures

  1. Members can find materials they want to borrow using the online catalog at http://koha.ekutuphane.gov.tr/ or in-library catalogs.
    1. In specialized libraries, an open shelf system is used where you can take books and materials you want to read or borrow from their places on the shelves. Please contact the staff for books and materials you cannot find in place.
    2. A closed shelf system is used in the Depot and Beyazıt State Library Rami Campus collections. The closed shelf system serves between 10:00-16.00. Upon your request, the book delivery time is 1 hour. The Beyazıt Research Hall Collection only serves on weekdays during working hours.
  2. State copies collected under the Press and Publication Collection Law, reference sources, manuscripts, rare printed works, and frequently requested materials are not lent.
  3. You can get support from the staff at the hall and counters for borrowing materials or use the borrowing-return devices located in the corridors. For the borrowing process, the member must present a document showing their Turkish ID number.
    1. Borrowing cannot be done on behalf of someone else.
    2. Children's books are only given to children.
  4. Users are lent a maximum of six materials, including three books and three non-book materials. The lending period is fifteen days for books and seven days for non-book materials.
  5. The extension process for borrowed books can be done by the user from the KOHA Library (http://koha.ekutuphane.gov.tr/), the Etkin Kütüphanem mobile application, the e-Devlet Public Libraries Borrowed/Returned Materials Inquiry service (https://www.turkiye.gov.tr/kultur-ve-turizm-kutuphane-odunc-gecmisi), or by coming to the library through staff, at the earliest 5 days before the last return date. Borrowed materials can be extended for a one-time 15-day period. Extension cannot be made on the delivery day and after the delivery day has passed.
  6. Users with overdue materials will not be lent new materials until they return the materials they have.
  7. For materials not returned on time, the person concerned may be reminded by e-mail, SMS, and letter, requesting their return.
  8. Beyazıt Research Hall operates with a closed shelf system. Books and other materials cannot be taken directly by users. Each user can request a maximum of five books at the same time. Book requests can be made between 10.00 and 16.00. Requested books are delivered to the user within 1 hour at the latest. Books must be returned by 18.00 at the latest. You can request the materials you need by consulting the hall staff.

Return and Resubmission

  1. It is essential to return borrowed works on time without damage.
  2. The return period for borrowed materials is fifteen days, and a late fee is applied for materials not returned after this period.
    1. Users who do not return borrowed materials on time will not be lent new materials until they return the materials they have.
    2. Users who do not bring borrowed materials on time will be given two separate warnings verbally, by e-mail, by phone at one-week intervals. The third and final warning is made with an official letter.
  3. Materials should be returned to the staff at the hall and counters or to the borrowing-return devices.

Lost or Damaged Materials

  1. Users who wear out, lose, and do not return materials to the point where they cannot be used will be required to purchase the same material or a new edition.
  2. If the material is not provided, the current value of the material is paid by the user to the relevant unit of the Ministry of Finance. The receipt for the payment is submitted to the library.
  3. Legal action will be taken in accordance with the relevant articles of the Turkish Penal Code No. 5237 dated 26/9/2004 against users who do not return the material or pay its price.
